Charbel Abou Samra

Principal Consultant

Charbel delivers expert services to public and private organizations in the construction industry. He focuses on constructability reviews, commercial advisory, construction claims, and expert witness services.

Charbel combines over 15 years of hands-on experience in field construction, project management, and consulting, enabling him to analyze complex projects from every angle. He specializes in forensic schedule and quantum analysis, crafting defensible advice and reports that hold up under arbitration, litigation, and mediation. His portfolio spans infrastructure, oil & gas, energy and utilities, quarrying and mining, residential and commercial, and marine works.

PPA was founded in 2023 to provide independent, evidence-based solutions in construction claims, project controls, and dispute resolution. Since then, PPA has been retained by project owners and contractors to deliver services in project controls, construction claims and dispute resolution, constructability review, and commercial advisory.
